What chiropractors can bill MSP for their services?

The chiropractic services can qualify as MSP benefit if the chiropractor is
  • licensed by the College of Chiropractors of British Columbia and
  • enrolled with MSP.
MSP enrollment status, and, therefore, the possession of an active MSP billing number, is contingent upon the practitioner’s continued licensure by the College. Any change in licensure, such as the renewal of a temporary license or specialty, must be reported to MSP to avoid refusal of claims.
If the service is assigned or delegated in accordance with the applicable College Bylaws, it will only be considered an insured service if the claim is submitted by a chiropractor enrolled with MSP, and only if that chiropractor was physically present to monitor and supervise the person to whom the task was delegated or assigned.

MSP set up a single fee item code for chiropractic services:
  • 00138 – Chiropractic Service, $23.00.
  1. This item is applicable only to patients who have MSP Premium Assistance status.
  2. Subject to 1) above, acupuncture, chiropractic, massage therapy, naturopathic, non-surgical podiatry, and physical therapy services are benefits up to a combined maximum of 10 visits per patient per calendar year.
  3. Only payable if an adequate clinical record has been created and maintained.
The amount that a chiropractor can bill the MSP Premium Assistance patients depends on the practitioner’s enrollment status with MSP. Opted In chiropractors can charge only $23 per a visit for up to a ten visits a year. Opted Out chiropractors can charge more than that, but they can bill MSP for only $23.
MSP benefits can be paid to a patient, a chiropractor or a clinic. An MSP payee for a chiropractic services is determined by the chiropractor’s setup with MSP Teleplan. Hard Opt Out chiropractors are never payees of MSP benefits. Opted In and Soft Opted Out chiropractors can have MSP payments sent to the practitioner or clinic. Once the payee is determined it cannot be changed from claim to claim until there is a change in the MSP setup. Learn more about MSP enrollment for allied health professionals.

What patients are eligible for MSP benefits for chiropractic services?

Not all holders of MSP BC Services Card are eligible for chiropractic services. Those who may be eligible include
  • MSP Premium Assistance Recipients;
  • Income Assistance recipients;
  • Convention refugees;
  • Inmates of B.C. Correctional Facilities;
  • Individuals enroled with MSP through the At Home Program;
  • Residents of long term care facilities receiving the Guaranteed Income Supplement (GIS);
  • Individuals enroled with MSP as Mental Health Clients; and
  • First Nations individuals with valid B.C. Medical Plan coverage through the First Nations Health Authority.
We will refer to all these patients’ groups as MSP Premium Assistance patients or simply MSP patients.
It is important to check patients’ eligibility for MSP insurance coverage before a chiropractic treatment. If MSP coverage is exhausted, practitioners need to bill their patients directly. There are several reasons why a patient’s MSP coverage might not be available:
  • A patient is not on MSP Premium Assistance,
  • A patient used up the limit of ten MSP visits,
  • A patient’s MSP Premium Assistance status was revoked or expired,
  • A patient’s MSP insurance is cancelled.
MSP Premium Assistance status might be revoked midyear (on 1st of July) when the CRA informs HIBC about any changes in patients’ income in a previous tax year. To check patient’s eligibility on a date of service use built-in MSP eligibility check in Claim Manager.  The MSP eligibility for chiropractic services can be verified in real time on any day in the last six months.
MSP benefits have an annual limit of $230 per a patient. This limit includes ten combined visits to supplementary benefit practitioners, such as acupuncturists, chiropractors, massage therapists, naturopathic doctors, physical therapists and non-surgical podiatrists. All ten visits can be used up for chiropractic services or they can be split between all listed healthcare practitioners.

Soft Opt Out chiropractors or their clinics can only be payees of MSP benefits if the patients agree to that. The Assignment of MSP Benefits form must be signed by every MSP Premium Assistance patient and kept in the patient’s file.
MSP enrolled chiropractors and/or their MSP patients are not eligible for MSP payments if the audit determines that their clinical records are not adequate. For more information on adequate records see MSP billing for allied health care professionals.
